2021年7月20日下午，中共陕西省委外事工作委员会办公室高进孝副主任、涉外管理处班辉处长、王美娜老师等一行莅临中银（西安）律师事务所，就如何打造和培育一批一流的仲裁机构和律师事务所，更好服务于“一带一路”国际合作、境外企业投资、贯彻落实国家依法治国的大政方针等事项开展调研交流。

       中银（西安）律师事务所党支部书记、主任陶克俭律师，做了汇报发言，详细介绍了中银律所发展概况、中银涉外业务类型和内容、“中银-力图-方氏”（珠海）联营律师事务所简介及中银（西安）律所涉外法律服务情况。2014年11月，我所业务管理委主席野炳恒律师被国务院侨办聘为“服务侨资企业法律顾问团”特邀律师，2015年1月我所被西安市外办授予“西安市涉外涉侨法律服务站” 。法律服务站设立以来，在省、市两级外办的指导下，我们走访了几十侨资企业、开展侨资企业法律培训、新三板法律实务讲座、旁听侨资企业涉诉庭审情况、咨询回复有关涉外涉侨法律问题200多次，受到企业家和外办机关的肯定。2015年,担任西安某技术公司的常年法律顾问，帮助其完成股份制改造、在新加坡设立合作公司及境外法律咨询等。2016年8月，我所与英国欧华律师事务所北京办事处签订专项法律服务合同，为罗尔斯-罗伊斯（西安）机械制造有限公司办理对外股权质押申批、登记、备案等事宜。今年，我所与西北国际货运航空公司签订常年法律顾问，审核涉及飞机租赁、飞机维修、飞机改装和零备采购等方面涉外英文合同并按要求依据英美法系出具英文法律意见书。此外，我们还利用总所涉外法律业务部门的平台，帮助该公司遴选了伦敦当地的律所和律师作为其与英国公司合作的代理律师。

       Chinese Enterprises Legal Advisory Group”.Since the establishment of the legal service station, under the guidance of provincial and municipal foreign affairs offices, we have visited dozens of overseas Chinese enterprises to carry out legal training for overseas Chinese enterprises, conducted legal practice lectures on the New Third Board, listened to the litigation trials of overseas Chinese enterprises, consulted and responded to more than 200 legal issues related to foreign affairs and overseas Chinese, which were highly recognized by entrepreneurs and foreign affairs offices.In 2015, served as the perennial legal counsel of a technology company in Xi 'an, helping it to complete the shareholding system reform, set up a cooperative company in Singapore and provide overseas legal advice.In August 2016, our firm signed a special legal service contract with DLA Piper Beijing Office to handle the application for approval, registration and filing of foreign equity pledge for Rolls-Royce (Xi 'an) Machinery Manufacturing Co., Ltd.This year, our firm signed a permanent legal consultant with Northwest International Cargo Airlines to review the foreign-related English contracts related to aircraft leasing, aircraft maintenance, aircraft modification and spare procurement, and issue English legal opinions according to the Anglo-American Law Department as required.In addition, we have also used our foreign legal practice to help the firm select local law firms and lawyers in London to represent the firm in its work with UK companies.

       高副主任最后发表讲话：首先对中银律师在百忙之中抽出时间参加调研座谈表示感谢；二是简要介绍了省外事办隶属关系的调整，现为省委外事工作委员会办公室，体现了党对外事工作的统一领导管理；三是说明了此次调研的目的是，认真贯彻落实习近平总书记在中央全面依法治国工作会议上的重要讲话，“要注重培育一批国际一流的仲裁机构、律师事务所，把涉外法治保障和服务工作做得更有成效。”结合我省的实际情况，与相关部门研究制定具体政策措施，认真抓好贯彻落实任务；四是回顾和介绍了，国内和我省涉外法律服务的现实需求，剖析了个别企业因不懂涉外法律而造成的经济损失等方面的经验教训；五是中银是国内知名的律师事务所，在全国拥有众多的分支机构，以及内地港澳联营所的独特优势。期待双方在陕西涉外法治建设，赋能“一带一路”国际合作，尤其在涉外法律业务培训交流、涉外法律案例分析、境外法律法规查询、维护保障陕西企业境外合法权益等方面开展全面深入的合作交流，殷切希望中银律师在陕西涉外法律服务领域发挥积极的作用。
